The Concept of Creating and Developing an Industrial Park on the Territory of Divnogorsk

The Government of the Krasnoyarsk Region has supported the initiative of Divnogorsk administration to realize a project of an industrial park on the municipal territory, in order to create appropriate mechanisms for an effective satisfaction of investor demand for such areas, to place industrial, logistics and accompanying service objects, and to provide employment for the labor force of the mono-profiled territory.

In the framework of the work done on creating the Industrial Park, the following was completed:

1. The reasonability of creating the Industrial Park was justified (feasibility study)
2. The parameters for attracting residents were created:
   
   1. Options for residents to become a part of the Industrial Park were proposed;
   1. A program for attracting residents was developed;
   1. The form in which the regional and federal governments could participate was created;
   1. The size of government funding and support was qualitatively and quantifiably calculated; Also, the necessity of tax breaks was estimated within this task.
3. The physical parameters of the Industrial Park were determined:
4. The Industrial Park project was connected with using the existing production areas (the sale mechanism was fully developed) and with construction of additional buildings;
   
   1. Engineering studies were performed;
   1. Initial technical requirements and support options were received in the necessary volumes of the main resources (electrical energy, water, heat, sewage);
   1. The capital expenditures on buildings and engineering networks were defined (reconstruction of existing ones and the building of new ones);
   2. The stages of creating an industrial park were defined.
5. The specialization of the Industrial Park was defined.
6. The competitive advantages of the Industrial park were defined.
7. The architectural concept and the style of the Industrial Park were developed.
8. The presentation materials were created (video, presentation, and booklet).
