The Public catering services industrial factory. The scenario of realizing a project of a state-private partnership

A model of creating a Public catering services industrial factory was developed in the framework of the state-private partnership.

The following work was completed:

1. The mechanisms of the state-private partnership were analyzed in the context of the current law.
2. The regulatory-legal acts were analyzed, which regulate the possible mechanisms of the government participation in such a project: the general standards, the industry standards with respect to the social power, the federal legislation, the regional legislation, the municipal laws and other normative documents. Moreover, the experience of other regions in the legal sphere of state-private partnerships was reviewed.
3. The existing practice of organizing social catering services was analyzed from the legal point of view and through its semantic content.
4. The recommendations for realizing the project with the use of the state-private partnership mechanisms were set. An evaluation of the economic effectiveness of using a state-private partnership was conducted.
5. The plan of implementing the project was developed.
