Egor Vasiliev: "Special Economic Zone is a story about cooperation"

The parliamentarians familiarized themselves with the work of the Krasnoyarsk Technological Valley.

This special industrial zone was established in December 2020 for a period of 49 years. The total area of the SEZ is more than 247 hectares. Part of the area is intended for leasing out to residents. Today there are five of them: LLC "Siberian Aluminum Rims", LLC "Sibirsky Profile", LLC "Henkon Siberia", JSC "Spetstekhnomash", LLC "Fabrika Phoenix". They implement projects on production of special equipment for the mining industry, resource and metallurgical companies, aluminum recycling, production of aluminum rims and structural shapes. Residents' projects are in different phases: some of them have received construction permits, construction and installation works are in progress, others are at the stage of equipment delivery. The aggregate investment volume of these enterprises at the time of formation of the special economic zone was planned at 9.4 billion rubles, now it has increased considerably; 1175 new jobs will be created under the project.

Chairman of the Committee of Economy and Tax Policy Yegor Vasiliev and deputies Andrei Gayulsky, Dmitry Dmitriev, Viktor Kardashov and Maxim Markert visited four sites, where they inspected the beginning of construction work.

Afterwards, a meeting of the Committee on Economics and Tax Policy was held. Mikhail Bershadsky, First Deputy Minister of Economy and Regional Development, spoke about the work of the Krasnoyarsk Technological Valley. Parliamentarians were interested, first of all, in the profitability of the project; the benefits that will be received by the regional economy; the possibility of cooperation with small and medium-sized businesses and development prospects.

In May of this year, the regional governor's message on the main directions of the region's economic and social policy set the task to develop high-tech production, machine building and to seek new measures of state support for residents and management companies of industrial and technological parks.

In addition, in 2021-2023 for residents of SEZ at the expense of the regional budget created infrastructure, including facilities for electricity, heat and water supply. Total investments amounted to RUB 567 million; this year another RUB 254 million will be invested for the construction of water supply and road infrastructure facilities.

Egor Vasiliev, Chairman of the Committee on Economy and Tax Policy: "We realize that the development of the technological valley is certainly delayed. Nevertheless, today we have seen that all construction processes at the largest enterprises have already started and are at the stage when, finally, the walls of new workshops are being erected and new equipment is being brought in. It is already clear: what number of new jobs will be created, what cash flow will be generated by the special economic zone in Krasnoyarsk at the very first stage of operation.

Two major machine-building projects are replacing the products of large Western manufacturers that have actually left the Russian market. This is production with a high potential for cooperation, an opportunity to earn money for related enterprises, small and medium-sized businesses. We also saw two enterprises related to aluminum processing, which implements the concept of creating an aluminum cluster and diversifying the sales of our largest enterprises".

Several proposals for the development of the SEZ were made at the committee: to allocate part of the sites from the Kramz zone, where a permit regime is in place to facilitate entry to the territory of KTD; to create centers for joint use of some types of expensive equipment by different enterprises.

"The special economic zone is a story about cooperation, about production that benefits from being on the same production site with each other. Of course, we will also talk about the need to synchronize development plans, to create additional infrastructure capacities together, taking into account the common needs of different kinds of enterprises, so that they can complement each other," said Egor Vasiliev.
