Technical Customer and Construction Control in the process of construction of industrial facilities.
In accordance with paragraph 22 of Article 1 of the Town Planning Code of the Russian Federation, a technical customer is a legal entity that is authorized by the developer and on behalf of the developer enters into contracts for the performance of engineering surveys, preparation of design documentation, construction, reconstruction, capital repair of capital construction projects, prepares assignments for the performance of these types of work, approves design documentation, signs documents required to obtain a permit for the commissioning of a capital construction project. The functions of the technical customer may be performed only by a member of a self-regulatory organization in the field of engineering surveys, architectural and construction design, construction, reconstruction, capital repair of capital construction objects.
According to part 2 of Article 53 of the Code, construction control is carried out by the person carrying out construction - the technical customer.
The Institute of Technical Customer (Construction Control) was legally formalized in July 2017.
